Purpose
Define the all-company liability type master used for payroll liability tracking and PR integration.
Prerequisites
- Company / database context exists (liability types are an all-company master used by PR).
- Know which liability type buckets PR needs early (for example federal/state withholding, FICA, Medicare, 401(k), health, garnishments) so PR Deduction/Liability setup is not blocked.
- Understand consumer chain: type assigned later on PR Deduction/Liability; GL expense mapping later on PR/JC/EM Departments by liability type. Do not invent Stage 4/GL content here.

Implementation guidance
- This form defines type codes and descriptions only. Assignment happens later on each PR Deduction/Liability record.
- GL expense mapping for liability types is configured on PR/JC/EM Departments by liability type after types exist. JC Liabilities Template can treat each type differently when costing to jobs.
- Part of the payroll cluster with HQ Insurance Codes and HQ Earn Types. Complete these together for coherent PR integration.
- Gotcha: wrong type assignments misclassify payroll liabilities and break GL mapping, job costing distribution, and reporting.

- Required liability type codes exist with clear descriptions.
- Team knows assignment happens on PR Deduction/Liability records, not on this HQ form.
